The media love to stress how complicated modern society is and how we need the expertise of the statesmen and politicians to guide us through its complexities. Lord Heseltine is a case in point, one of the Government's senior advisers, has been consulting with George Osborne on regenerating British cities. The majority of Lord Heseltine's recommendations in his regional growth report were accepted by the Chancellor in last week's budget. Listen to this "expert".
