An independent Scotland built upon inequality

The vote yes campaign for independence has been launched.

Nationalism divides society into more and more separate entities, create more divisions, more fears and suspicions and when the globe is totally criss-crossed with walls, fences, and border posts that we allow ourselves to become so paranoid, afraid and suspicious of each other. Officialdom drum “patriotism” into people’s heads. Ill-considered rhetoric, regurgitated mantras built on lies, fears and hatred need overturning without hesitation. Nationalistic slogans are uttered by right and left.

Revolutionary socialists have discarded the flag and the school history books with the details of so many deeds of butchery within its pages. That its workers should be patriotic is vital to each national ruling class and this, fertilised by official lies, is exploited by all governments. This appeal to workers to a fake identity with their own exploiters in the name of  “national” unity is utterly poisonous to the real interests of the working class.

What, after all, is one’s own country? One’s native land, every country, no matter under what form of government, is made up of two groups of men, consisting on the one hand of a quite small number, and on the other the immense majority of people. The first of these is seated round a well furnished table where nothing is lacking. At the head of this table, in the seat of honour, you find the great financiers, the large shareholders in companies, the factories and big shops, the landed proprietors; all are seated at this table. Also seated you have government ministers, officials of every department of civil, religious or military administration. That is your country, made up of this social inequality.

If you don't believe so, then just ask yourself why Rupert Murdoch and Donald Trump have the ear of Alex Salmond and you do not.

 The difference across Britain between the top 10% and lowest 10% in incomes is 95.8:1 in England (aided by the grotesque levels of inequality in London of 273:1), but only slightly less in Scotland, 93.4:1 and in Wales, 89.5:1. Despite the pervasive story of modern Scotland that we are an egalitarian land the reality is that Scotland is the most unequal part of the UK after London and the North West of England.

 If we went back to election turnout levels of only 25 years ago in the mid-1980s, nearly one million (977,742) Scots are missing from the democratic debate. The missing million Scots are mostly younger, poorer, and live in the West of Scotland and Central Belt, disengaged and disconnected because of apathy and alienation.

And do the Scots communicate more and have access to more information?  Broadband and PC access in Glasgow and the West of Scotland was at shockingly low levels versus the rhetoric of digital liberation. Ofcom explained, "The reasons for this are complex but lower income levels and older age groups are less likely to take broadband services". Yet the same research showed that there was a "Scottish effect" which went beyond material poverty: with lower income groups having 30% Broadband access compared to 55% across the UK; 16-34 year olds have 65% access in Scotland and 82% across the UK. And this digital divide has an even more pronounced "Glasgow effect".

 Many of us have found repugnant the actions and behaviours of the British state these last few decades but why do we automatically assume that Scottish self-government will be any different to the rotting edifices of the British body politic. For socialists the independence debate is about shifting from self-government to self-determination, not about what the Scottish establishment  institutions will and won’t do, or what they will let you do but about real political and economic control and new social relationships that will lead to our self-emancipation as a class, not as a nation

Room with a view - £7 million

Scotland’s most expensive flat, yours for £7m. The penthouse is priced at offers of more than £6.3m or a fixed price of £7.3m to take it off the market immediately – smashing the previous record for a Scottish apartment, thought to be Whittingehame House in East Lothian, priced at £2.5m which sold in 2010. Selling prices in Edinburgh for whole houses have nudged £5m, while rural estates can go for far more.

It is no surprise that the newly-refurbished Hamilton Grand in St Andrews is the most expensive apartments in Scotland. The former hotel towers looks across the Royal and Ancient Golf Club and therefore has a legitimate claim to “the best view in golf”. It was bought in 2009 by US billionaire Herb Kohler’s company, which is creating 26 apartments, with prices starting from £2.2m and ranging in size from 1,133 to 2,780 square feet. Owners will share a roof garden with sweeping vistas over the golf course and coast, and the penthouse will have its own private terrace along two sides overlooking the 18th green. Jamie Macnab of Savills, which is marketing the Hamilton Grand in the UK, said buyers are likely to come from abroad. There will be a golf concierge and butler service in the building and residents will have access to the Old Course Hotel facilities and spa. Complimentary membership of the Duke’s Course is included and permanent residents can apply for a yearly golf ticket for the more famous links courses.

The Swindled Scots Again


A previous post concerned the Darien Scheme. Not many Scots however know of Gregor Macgregor, Prince of Poyais, Poyais being not far up the Central American coast from Darien. Gregor MacGregor was born in Glengyle in Stirlingshire and claimed direct descent from Rob Roy. He was a soldier and mercenary who fought in the South American wars of independence. 

Upon his return in 1820 to Britain, he claimed to be cacique ["prince"] of Poyais, a Central American country that MacGregor promoted to investors and colonists. Poyais, was an independent nation on the Bay of Honduras. He claimed that a native chief King George Frederic Augustus the First had given him the territory of Poyais, 12,500 sq. mile of fertile land with untapped resources. Gregor presented himself as His Serene Highness Gregor I, Prince of Poyais and his beautiful wife as the Princess of Poyais. No-one questioned their bona fides; instead they were welcomed into the ranks of the elite and were the toast of society. MacGregor published a 350-page guidebook entitled Sketch of the Mosquito Shore, including the Territory of Poyais. It described Poyais in glowing terms and concentrated on how much profit could be made from the country's ample resources. Poyais was said to possess an already existing infrastructure with civil service, army and democratic government , gold and silver mines and large amounts of fertile soil ready to be settled. The capital, St Joseph, even boasted an opera house. The region was even free of tropical diseases. But now he needed settlers and investment and had come back to the United Kingdom to give people the opportunity. At the time, British merchants were all too eager to enter the South American market that Spain had denied to them. The Lord Mayor of London organised an official reception in London Guildhall. MacGregor was also introduced to Major William John Richardson and he made Richardson Legate of Poyais. He also moved to Oak Hall, Richardson's estate in Essex, as befit his station as a prince. An office for the Legation of the Territory of Poyais was opened in the City of London and MacGregor enhanced his popularity with elaborate banquets and invited dignitaries like foreign ambassadors and government ministers.

MacGregor also claimed that one of his ancestors was a rare survivor of the Darien Scheme, the failed Scottish attempt of colonisation in Panama in 1690s. In order to compensate for this, he said, he had decided to draw most of the settlers from Scotland. For this purpose, he established offices in Edinburgh Glasgow and Stirling. In Scotland, MacGregor began to sell land rights for 3 shillings and 3 pence per acre. The average worker's weekly wage at the time was about £1, which meant that the price was very generous. The price steadily rose to 4 shillings. Many people hoping to make a new start in the new country signed on with their families. MacGregor successfully raised a £200,000 loan on behalf of the Poyais government, in the form of 2,000 bearer bonds worth £100 each.

The Legation of Poyais chartered a ship called the Honduras Packet. Its cargo also included a chest full of Poyais Dollars, the Poyaisian currency MacGregor had printed in Scotland. Colonists were assured the only legal currency in their new home would be the Poyaisian dollar and so, before departing, they exchanged their old Scottish and English pounds for this new currency. What did they care for old money from the old country anyway? A wonderful new world of plenty awaited them. On 10 September 1822 the Honduras Packet departed from the Port of London with 70 would-be-settlers aboard. They included doctors, lawyers and a banker who had been promised appropriate positions in the Poyais civil service. Some had also purchased officer commissions in the Poyaisian army. A Scottish shoemaker was equally entranced at the thought that he was to be the Official Shoemaker to the Princess of Poyais. On 22 January 1823 another ship, the Kennersley Castle, left Leith for Poyais with 200 would-be-settlers. It arrived in the appropriate place 20 March and spent two days looking for a port. Eventually the newcomers found the settlers who had sailed on the Honduras Packet.

The bond issues, land sales, and currency of the Territory of Poyais were all part of a scam. Poyais was an imaginary country. What the settlers found was jungle. "St Joseph" consisted of only a couple of ruins of a previous attempt at settlement abandoned in the previous century. There was no settlement of any kind. Standing where the towering buildings, opera house and banks of the shining capital of St Joseph were supposed to be were instead four rundown shacks. There was no Poyaisian army, no royal family, no civil service, not even one solid building. The great, prosperous nation of Poyais had all been an elaborate illusion, a heartless fraud committed on men and women from hard-working backgrounds who had dared to hope for a better life in the Americas. The monumental fraud had enlisted the credulity not only of adventurers but also of earnest bankers, profit-hungry land agents, and an old-boy network of aristocrats. A bull market had raged and the banking houses were abuzz with the news that Sir Gregor MacGregor was offering acreage in the New World at bargain prices. So convincing was MacGregor that he had duped them all. 180 of the 270 would-be settlers perished during the ordeal. Fewer than 50 came back alive to Britain. MacGregor himself, however, had already left for France where he had plans to send French emigrants to Poyais.

MacGregor published a new constitution of Poyais and changed it into a republic with himself as the head of state. In August 1825 he issued a £300.000 loan with 2.5% interest through the London bank of Thomas Jenkins & Company and the trading organization "Compagnie de la Nouvelle Neustrie" was commissioned to further the affairs of Poyais. Recruited settlers were required to buy 100 francs worth of the company shares. When French officials noticed that a number of people had obtained passports in order to voyage to a country they had never heard of, they seized the la Nouvelle Neustrie ship. Some of the would-be-emigrants realised that something was not right and demanded investigation of the affair. MacGregor was arrested with others but was acquitted at his trial and released.

MacGregor returned to London. This time he claimed that he had been elected as the head of state, the "Cacique of the Republic of Poyais", and opened a new office in Threadneedle Street in the City, without any diplomatic trappings and in much a smaller scale than before. He issued a loan worth £800.000 as 20-year bonds again with Thomas Jenkins & Company as brokers. In 1828 MacGregor tried to sell land from Poyais at the price of 5 shillings per acre. In 1831 MacGregor promoted a "Poyaisian New Three per cent Consolidated Stock" as "the President of the Poyaisian Republic". In 1834 he was living in Scotland and had to issue a new series of land certificates as payment for unredeemed securities. In 1836 he wrote a new constitution for the Poyaisian Republic. The last record of any Poyais scheme is in 1837, when he tried to sell some land certificates.

 Such a scam could never happen again in Scotland, could it?

 The Bank of Scotland and the Royal Bank of Scotland effectively went bust during the recession. At best, there were appalling management failures with an obsession with growth taking precedence over prudent banking practice. At worst, the banks were out-of-control and riddled with fraud and criminality, having been primed by its management teams to deliver maximum short-term profit growth with maximum reward for executives, irrespective of whether the banks had a chance of surviving long term — or whether its customers were harmed. The Financial Services Authority turned a blind eye to the blatant wrongdoing and recklessness, accused by many of acting as a cheerleader for the big banks, if not an accomplice.

The executives who ran HBOS and RBS were supposed to be the best and the brightest. They were selected from the finest schools and the top universities, well qualified in business and accountancy. How exactly do the people running these operations invest? Do they watch everyone else and then do the exact same thing, following instinct of the herd? Do they figure that they have some form of immunity and get away with what others can't? Surely, they understand the business cycle. Surely, they understand what a bubble is. Surely they could see what was going on, when it was going on, and where it was leading before it went there? If they didn't, how come others did? The financial world was full of information about the coming crash before it happened. Most in the money community knew the market was bound to come tumbling down. But, just what are the chances of those with their snouts deep in the trough ever questioning the system? Little to none. Not in a million years will they ever question the fundamentals of the system, even though it blows up in their faces every decade or so. Despite all the sophisticated best-practices and the cleverest financial technology capitalism is fatally flawed. The system will eventually rebound from the present recession. The bankers with their spread sheets, their risk analysis, their clever accounting methods will once again seek out their "opportunities" in the next bubble. And then express their surprise when that too bursts.

At some point, the system has to be questioned. The idea that people can trust in more and more regulatory authority to foil the "few" bad pennies and rotten apples is sheer wishful thinking. What must come out of this mess is not a restructured financial and regulatory environment but a fundamental questioning of the whole concept of capitalism. It is no exaggeration to say that the global financial sector tolerates and even encourages systematic fraud. The behaviour that caused the sub-prime mortgage bubble and financial crisis of 2008 was a natural outcome and continuation of a criminalised pattern, rather than some kind of economic accident. There have been very few prosecutions and even less criminal convictions of senior executives. Similar to MacGregor, the bankers have walked Scot-free from the legal process.

The economist, Nouriel Roubini, in Crisis Economics recalls Gregor MacGregor and reminds us of the recurring nature of economic crises. He wrote "...the panic of 1825 reverberated around the world. It began in Britain and had all the hallmarks of a classic crisis: easy money (courtesy of the Bank of England), an asset bubble (stocks and bonds linked to investments in the emerging market of Peru), and even widespread fraud (feverish selling of the bonds of a fictitious nation called the Republic of Poyais to credulous investors)."

Just like many another capitalist swindler, Gregor MacGregor got away with his crimes and found a friendly foreign country to retire to. His name can still be seen on a  monument to honour Venezuela’s heroes of independence. His legacy in his Scotland is very different. The fraud cost more than just the livelihoods of those he fooled, it cost them their lives.

Darien - Ships of fools?


In 1632 Scotland lost Nova Scotia – her only colony – as a result of the English war against France. England’s Dutch wars subsequently compromised valuable trading privileges upon which Scottish merchants had previously relied. Scottish overseas trading activity was further hampered by the Navigation Act, which cut Scottish ships out of international trade by forbidding the import of goods into England or her colonies unless carried in English ships or ships from the goods’ country of origin. Beginning in 1651, the goal of the Act was to force colonial development into lines favourable to England, and stop direct colonial trade with the Netherlands, France, Scotland and Spain. This law was enacted despite the Union of Crowns, and effectively meant that Scots merchants were boycotted for trade in England and all her colonies. To make matters worse two powerful English trading companies – the East India Company and the Royal African Company – claimed monopolies on the rich trades with the East Indies and Africa and jealously guarded these territories.

The year 1707 was the year when Scotland and England became one. The Union meant little to the abused and downtrodden of Scotland. Capitalism was on the cusp of its rapid rise during the Industrial Revolution, where money would be king and ordinary people would be nothing more than commodities and the fodder of profit for the wealthy elite. Scottish commercial interests wanted access to England’s colonial possessions to boost their weak and stagnant economy. In an era of economic rivalry in Europe, Scotland was incapable of protecting itself from the effects of English competition and legislation. The Scottish establishment realised that it could never be a major power on its own and that if it wanted to share the benefits of England's international trade and the growth of the English Empire, then its future would have to lie in unity with England. More so, Scotland's nobles were almost bankrupted by the Darien fiasco. Some Scots nobility petitioned Westminster to wipe out the Scottish national debt and stabilise the currency. The first request was not met though the second was and a Scottish Pound was given the fixed value of a shilling. Personal Scottish financial interests were also involved. Scottish Commissioners had invested heavily in the Darien Scheme and they believed that they would receive compensation for their losses. The 1707 Acts of Union, Article 14, granted £398,085 10s sterling to Scotland to offset future liability towards the English national debt. The events of the Union tended to crystallise the Darien scheme as a story of the Scots against the English but it is argued that economic distress was not the sole factor behind the decision of the Scottish Parliament to vote itself out of existence.

 Scotland’s Darien Company was the inspiration of the Scot who had already founded the Bank of England. William Patterson whilst in London, he had met a sailor called Lionel Wafer, who had told him about a wonderful paradise on the Isthmus of Panama, with a sheltered bay, friendly Indians and rich, fertile land - a place called Darien. Paterson immediately saw the potential of Darien as the location of a trading colony. Trade with the incredibly lucrative Pacific markets was a hugely expensive business, since all merchant ships had to make the hazardous trip round Cape Horn on the southern tip of South America. This added months to the journey, and the ships involved had a high chance of being lost at sea. If a colony could be established at Darien, goods could be ferried from the Pacific across Panama and loaded onto ships in the Atlantic from there, speeding up Pacific trade and making it much more reliable. Moreover, the Scottish directors of the Darien Venture could charge a nice fat commission for the privilege. Never mind that the Spanish claimed control of that part of Panama. There was the widespread belief that Spain was a paper tiger whose great days of imperial and military glory were in the past. The Scots, because of their successful venturing to the West Indies, were familiar with some of the recent stories about its failing powers. Henry Morgan, the legendary buccaneer, had marched across the Isthmus with just over 1,000 men and destroyed a much larger Spanish force that attempted to bar his path to Panama. Eight years after the sack of that city, Portobello was taken by a few hundred buccaneers.  In 1695 the Scottish parliament passed an Act for a Company Trading to Africa and the Indies, popularly known as the Darien Company. Some have said the Darien venture was the most ambitious colonial scheme attempted in the 17th Century, the Scots  realising the strategic importance of the area. However, others have said the Scots were daft to attempt such a venture, as it was doomed to disaster before it ever got off the ground.

Dr Douglas Watt, from Edinburgh University, has spent three years examining for the first time in detail the financial records of the Company of Scotland to reveal the incompetence which crushed all hope of success. Watt said: "The commonly held belief is that the company was undermined by English government, but the financial records paint a different picture." Records show overconfidence and mismanagement from the start. There were too many directors - 30 at one point - mostly inexperienced lairds rather than businessmen like William Paterson. Much of the investment was squandered on extravagant ships. They spent so quickly and badly they almost ran out of money even before departing for Darien. Lists of shareholders in the Company of Scotland show city merchants, lairds, landowners and nobles, doctors, lawyers, some ministers, soldiers, craftsmen and almost 100 women invested between £100 and £3,000 each. The Duchess of Hamilton, the premier noble woman in Scotland, invested £3,000 in the hope of big dividends, as did the Duke of Queensberry.

 Two forces conspired in the company’s foundation—desire in Scotland to find new markets overseas, and the wish of certain London merchants to circumvent the monopoly of the English East India Company. Opposition in the English parliament extinguished the London interest. The English government also threatened investors on the stock markets of London, Amsterdam, and Hamburg with dire consequences if they had anything to do with the Company of Scotland. King William, at war with France, was anxious to be on good terms with Spain, provided no support with instructions not to supply the colony. Nevertheless, Scottish investors went ahead alone. The Darien scheme was to be an attempt by Scotland to become a world trading nation by establishing a colony called 'New Caledonia' on the Isthmus of Panama, an attempt to emulate London’s commercial success by mobilising Scotland’s meagre reserves of capital and launch  a world-wide trading empire. The management lost touch with reality, thinking a financially poor Scotland could take on the Spanish Empire, set up a colony in Central America and control both sides of the isthmus with just three ships. Scotland, without military power, didn't have a chance. The warnings of the sober and the cautious went unheeded. William angrily denounced the project's promoters as "raging madmen"

Five ships (Saint Andrew, Caledonia, Unicorn, Dolphin, and Endeavour) set sail from Leith in July 1698 with around 1,200 people on board. the fleet made landfall off the coast of Darien on 2 November. The settlers christened their new home "New Caledonia". They constructed Fort St Andrew. Close to the fort they began to erect the huts of the main settlement, New Edinburgh, and to clear land for growing yams and maize. They soon found out that Darien was a malarial swamp on land owned by the Spanish. Also there was nobody to trade with there, apart from a few not very commercially-minded native peoples, the Kuna.

A colonist describes his experience:

'When boiled with a little water, without anything else, big maggots and worms must be skimmed off the top... In short, a man might easily have destroyed his whole week's ration in one day and have but one ordinary stomach neither... Yet for all this short allowance, every man (let him never be so weak) daily turned out to work by daylight, whether with the hatchet, or wheelbarrow, pick-axe, shovel, fore-hammer or any other instrument the case required; and so continued until 12 o'clock, and at 2 again and stayed till night, sometimes working all day up to the headbands of the breeches in water at the trenches. My shoulders have been so wore with carrying burdens that the skin has come off them and grew full of boils. If a man were sick and obliged to stay within, no victuals for him that day. Our Councillors all the while lying at their ease, sometimes divided into factions and, being swayed by particular interest, ruined the public... Our bodies pined away and grew so macerated with such allowance that we were like so many skeletons."

Occasionally,  friendly indians took pity and gifted food but those were commandeered by those self-same idle councillors. Class power and privilege had not disappeared in the settlement. After eight months the colony was abandoned in July 1699. Only 300 of the 1,200 settlers survived and only one ship managed to return to Scotland.

Word of the first expedition did not reach Scotland in time to prevent a second voyage of six ships and more than 1,000 people. A third fleet of five ships left Leith shortly after. The second expedition arrived on November 30, 1699 and almost immediately faced a siege from the Spanish who called for the Scots to surrender and avoid a final assault, warning that if they did not, no quarter would be given. After negotiations the Scots were allowed to leave with their guns, and the colony was abandoned for the last time. Only a handful of those from the second expedition returned to Scotland. Those colonists who returned found themselves cast as pariahs in their own land. Roger Oswald, disowned by his father, wrote to a friend: "Since it pleased God that I have preserved [my life], and had not the good fortune (if I may term it so) to lose it in that place, and so have been happy by wanting the sight of so many miseries that have come upon myself... I never intended, nor do intend, to trouble my father any more."

Hoping to recoup some capital by a more conventional venture, the company sent two ships from the Clyde, the Speedy Return and the Continent under the captaincies of Robert Drummond and his brother Thomas, who had played a part in the second expedition, to the Guinea coast laden with trade goods. Instead of seeking to sell for gold as the company's directors intended the Drummond brothers exchanged the goods for slaves which they sold in Madagascar. The Drummonds fell in with the pirate John Bowen of Bermuda. Neither ship was seen in Scotland again. The Drummonds decided against returning to Scotland to explain the loss of the ships they had been entrusted with and no more was ever heard of them.

The company sent out another ship but it was lost at sea and afterwards not being able to afford the cost of fitting out yet another ship they leased the Annandale in London with the intention of trading in the Spice Islands, but the East India Company had it seized. This led to the scapegoating and hanging of three innocent English sailors. Popular ballads of the time indicate that it was seen as direct revenge for the role of England in the failure of the Darien scheme. Thomas Green drunkenly boasted of taking the Speedy Return, killing the Drummonds and burning the ship. Despite a total lack of evidence, Green and two of his crew, John Madden and James Simpson, were sent for trial. The prosecution case, which was made in medieval Latin and legal Doric, was unintelligible to jury and accused alike. The defence advocates seem to have presented no evidence and fled after the trial. The men were convicted and sentenced to death by hanging. The Queen advised her 30 Privy Councillors in Edinburgh that the three men should be pardoned, but the common people demanded that the sentence be carried out. Nineteen of the Councillors made excuses to stay away from the deliberations on a reprieve, fearing the wrath of the infamous Edinburgh mob. Although they had affidavits from London by the crew of the Speedy Return, which proved Green and his crew had no involvement in the fate of the ship, the  Privy Council declined to pardon the men. Green, Madden and Simpson were subjected to derision and insults by the mob before they were hanged, being mocked by the huge crowd on the way to the gallows on Leith sands. Although the oppressed often do revolt, the object of their hostility is frequently misplaced. They vent their fury on a political puppet or scapegoat, effectively masking the truly culpable. It is an old, old game

From the outset, the Darien undertaking was beset by bad planning and poor provision, weak leadership, lack of demand for trade goods, devastating epidemics of disease and increasing shortage of food; it was finally abandoned after a siege by Spanish forces in April, 1700. As the Darien company was backed by about a quarter of the money circulating in Scotland, its failure left the nobles and landowners – who had suffered a run of bad harvests – almost completely ruined and was seen as an important factor in weakening their resistance to the 1707 Act of Union. It proved conclusively that when the vital interests of Scotland and England were in conflict, the monarch would always opt to support the position of the more powerful kingdom. For King William the lessons of the Darien affair were clear. In future, he wished to avoid any potential war with Scotland, which was becoming increasingly likely, as this would result in the loss of their lands and associated rents. They also wanted to prevent the Scottish parliament from granting conflicting trade privileges and interfering in England’s foreign policy by acting as a competitor. Darien also brought home to many Scots that their nation simply could not go it alone in the colonial sphere, where massive military and naval resources were now vital for achieving success, convincing the business classes that they needed the military protection of the Royal Navy if they were to benefit from the new riches that colonialism promised. It is a reminder that it was the simple mundane realities of trade which bound Scotland to the union.

The poor of the Edinburgh mob, those Karl Marx described as the lumpenproletariat, do not mount revolutions, although they join them and  become its cannon fodder. The real danger comes from  the educated "middle-class"  who are barred by a calcified system from advancement and denied what they deem they deserve.  Lawyers without clients, journalists without newspapers, business-men without customers, and who had descended economically because of the Darien Scheme. They set out to rectify their position by bridging  two nations. They recognised personal profit was to be made in a union with England.

The Darien Expeditions was a  Scottish get-rich-quick scheme which most of the wealthy Scots put money into despite being warned off by the English, where the Scots elite lost their cash, bowed to English pressure, creating the union that was to keep them living in the style they had become accustomed too. So when nationalists talk about Scotland being sold out, it was by other wealthy Scots through bad business decisions. Darien is a monument to failure. The company's directors blamed the English government and merchants to deflect attention from their own failures.

Poor as a church mouse!

In a hard-hitting speech to the General Assembly of the Church of Scotland, businessman Professor Charles Munn said that, as a society, “we have made a mess of our economy and in the process have done a lot of damage...We are party to growing inequality, rising poverty, rising homelessness,” he said. “The rich are doing ok. The poor are getting poorer. “And it’s not just the poor that are getting poorer, pretty much everybody else is suffering as a result of the economic crisis.”

Rev Ian Galloway, departing convener of the influential Church and Society Council, attacked the UK government’s deficit reduction strategy, saying “If austerity means we all have to tighten our belts – and maybe especially those who can most afford it – then so be it. But what is really happening is that the most vulnerable are being punished out of all proportion.” He said that while austerity had a “stiff upper lip quality about it”, the reality was “somewhat different”. “Food banks, places for desperate people to find something to eat are opening across the UK at a rate of one every four days,” he said.

The  Church of Scotland says it cannot afford to pay staff in its care homes the living wage – despite a proposal from a special Kirk commission that all employees should be guaranteed the £7.20 per hour rate. The report of the Commision on the Purposes of Economic Activity, chaired by Professor Charles Munn, which recommended that all Church of Scotland agencies and congregations be instructed to implement the living wage.

The commission condemned growing inequality, the “corrosive” effect of the bonus culture and called for the living wage – defined as the minimum needed for a worker to provide his or her family with the essentials of life – to be brought in “with all possible speed”.

But the Kirk’s social care arm CrossReach, whose work includes operating around 24 elderly care homes across the country, has made clear it just does not have the money to pay the living wage to all its 2000 staff. CrossReach staff are already paid more than the national minimum wage, but have had no cost-of-living rises for the past two years.

In a separate report, the Kirk’s church and society council said it would be “an important demonstration of our commitment to justice and poverty eradication” if by 2015 all churches could move towards paying the living wage. But it said: “It is recognised there are barriers to congregations achieving a Living Wage for their employees, not least that resources are scarce during this economic downturn.”

As well as backing the living wage, their report proposed a maximum interest rate for all kinds of consumer credit, urged the expansion of credit unions to take the place of such pay day loan organisations, as safer ways of accessing loans. The Kirk has attacked companies that make pay day loans with sky-high interest rates, accusing them of causing “a great deal of damage in our society” and calling for greater regulation. Professor Charles Munn said interest rates charged by so-called “pay day loan companies” were a prime concern. “We were very conscious that the levels of interest rates some people are paying for consumer credit, that means very often people borrowing money just to meet very basic human needs, some were using pay day loan companies, some of which charge 4,000 per cent interest for their loans,” he said.

 Prof Munn also criticised the UK government’s handling of the tax system, saying that the commission had been “appalled” at the huge number of organisations, companies and individuals involved in tax evasion. Taxes should be seen as “a social obligation akin to loving one’s neighbour”. !!

James Maxton - Wasted Years

"In the interests of economy they condemned hundreds of children to death and I call it murder." - James Maxton

James Maxton appeared to be Keir Hardie's natural successor. Maxton is remembered as one of the leading figures of the Red Clydeside era. His parents were both schoolteachers and he was educated at Hutchesons' Grammar School before going on to study at the University of Glasgow. He, too, was a teacher.

 In 1904 Maxton joined the Barrhead branch of the Independent Labour Party. From 1906 to 1910, he was active in the teachers' unions. When the First World War broke out Maxton was an opponent and became a conscientious objector, refusing conscription into the military, and instead given work on barges. During this time he was involved in organising strikes in the shipyards. Maxton's arrest followed his speech at a demonstration on Glasgow Green to protest against the implementation of the Munitions Act and the deportation of the Clyde Workers' Committee leadership to Edinburgh. At this demonstration Maxton, along with James McDougall and Jack Smith (an anarchist shop steward from Weirs munitions factory), gave speeches advocating strike action by Glasgow workers to ensure the non-implementation of the Munitions Act. At the subsequent trial of the three men at the High Court in Edinburgh on 25 April 1916, Maxton and McDougall were sentenced to 12 months' imprisonment and Smith was sentenced to 18 months' imprisonment. Maxton won a seat as an MP for Glasgow Bridgeton in the 1922 general election.

Religion in Glasgow at this time was all-pervasive. Maxton, a supporter of Celtic was seen by many as pro-Catholic and he did indeed seek and receive the endorsement of the Catholic Church in Bridgeton, but, in return for their political sponsorship Maxton acquiesced to Catholic dogma on subjects such as birth control and denominational schools. Maxton could not be seen in favour of ILP moves to abolish religious instruction for a more secular educational system and he often acted counter to ILP policy on those issues. In regard to birth control he advocated "the intelligent control of the appetites and desires" !!  Losing the Catholic vote was too big a risk for a principled socialist stand on family life.

Maxton also agreed with Scottish home-rule and in support of a federal Britain presented in parliament bill argued that "He would ask for no greater task in life than to make the English-ridden, capitalist-ridden, landowner-ridden Scotland into a free Scottish Socialist Commonwealth"

In some speeches during the 20s he put forward the need for trade unions to supplement political action with extra-parliamentary forms of protest.  During Glasgow's 1924 rent strikes he warned that he would bring the tenants on to the streets if the government refused to defend them against the landlords. He also began to align himself closer to the CPGB, supporting their efforts to affiliate to the Labour Party and attending unity meetings. In 1926 General Strike, Maxton was to issue a manifesto in support of the miners which said: "The [ILP] National Council calls on its 1,100 branches to place themselves unreservedly at the disposal of the miners and the Trade Union Movement in the biggest struggle in which British Labour has ever been engaged." The ILP put themselves passively at the disposal of TUC.

Maxton's whole political life was devoted to the Independent Labour Party. Maxton was chairman of the ILP from 1926 to 1931, and from 1934 to 1939. He was generally seen as the symbol of the ILP after its break from Labour in 1932. At the 1926 annual conference a series of policy documents were adopted under the title "Socialism in our Time" The "Living Wage Plan" called for a minimum wage for every citizen to be a: priority. This was to be combined with expanded social services and a national system of family allowances to be paid for by heavier taxation on high incomes. Other documents called for the nationalisation of banking and credit, including the City and the Bank of England, a call for the removal of the Ministry of Health's ban on giving advice on birth control at maternity clinics [opposed by Maxton] and a proposal that Labour should vote against all military estimates. There was little that was revolutionary about these demands. Yet the 1927 and 1928 Labour Party conferences rejected each proposal one by one. With the election of the minority Labour government in 1929 the differences between the ILP and the Labour Party leadership came to a head. Austerity measures were recommended by the "May Committee" interim report proposing a series of attacks on the unemployed. Benefits were to be reduced, limited to 26 weeks a year and in addition a series of measures, aimed at depriving married women and part time workers of the dole, were proposed. (Its final report called for more attacks on the unemployed and massive reductions in public sector employees' salaries, including teachers, the armed forces and the police) .Maxton led the opposition. The 17 strong Maxton group were denounced for threatening the government's survival and were  vilified by the leadership and the Parliamentary party for exposing the treachery of the Labour government. Emanuel Shinwell, a Red Clydeside comrade, launched a campaign against Maxton from within the ILP.

The National Administrative Council of the ILP in June 1931 carried the following resolution:
"It must be noted as a remarkable fact that to wage a Socialist fight against the poverty of the working class is made more difficult when a Labour Government is in power than at other times, and that obstacles are put in the way and threats directed against working class organisations maintaining that fight."

In the autumn of 1931 massive demonstrations of the unemployed took place against the cuts in benefits introduced by the newly-elected National Government. Ten thousand traditionally non-militant teachers marched in protest at 15% wage cuts and in September the Royal Navy fleet at Invergordon in Scotland "mutinied". Ten thousand ratings struck, refusing to put to sea until pay cuts were rescinded. The 1932 conference of the ILP adopted a new Statement of Policy which pointed to the inadequacy of purely parliamentary action and called for "mass industrial action as an additional means". The statement declared that capitalism was in deep crisis and that the class struggle as "the dynamic force in social change was nearing its decisive moment". Maxton and others supported disaffiliation from the Labour Party and an independent ILP. The 1932 Special Conference voted nearly two to one in favour of leaving the Labour Party. A minority led by another Red Clydesider, Kirkwood, rejoined the Labour Party forming the Socialist League.

In 1935 the USSR signed an agreement with France, the Stalin-Laval Pact, which explicitly recognised imperialist France's right to national defence. Maxton had already predicted, in 1934, what the outcome of the view Stalinist policy would be. Maxton declared: "The Russian government cannot become allied with the French Government without subduing the class struggle previously carried on by the French Communists. It cannot seek an alliance with the British Government without moderating the class struggle carried by the Communist Party here. Neither can it support the struggle carried on by the oppressed colonial peoples against both British and French imperialisms."

In September 1935 the ILP conference had taken a decision to adopt a dual defeatist position referring to the war as a conflict between "rival dictators". At the same time they dropped the campaign for workers' sanctions against Abyssinia. Maxton, however, insisted upon the pre-conference policy in defence of Abyssinia and for the defeat of imperialist Italy. Maxton immediately convened a meeting of the Parliamentary Group of the ILP where they agreed unanimously to threaten resignation rather than carry out conference policy. The conference was bullied into accepting a referendum and  was held with the Parliamentary Group holding a gun to the head of the membership. The referendum returned a three to two majority in favour of Maxton's change of policy. The ILP parliamentarian's motivation for the split from the Labour Party was to preserve its own independence. Now preserved that same independence, this time from the membership of the ILP! Maxton also became more critical of the entryism of Trotskyists  and in late 1935 and 1936 and there were demands for the dissolution of all organised groups in the ILP, a measure aimed primarily at the Trotskyist "Marxist Group".

 On the outbreak of the Spanish Civil War Maxton called for the government to support the policy of Non-Intervention but later Maxton argued that the overt intervention of Germany and Italy required a British response and that Franco had practically unrestricted aid from the two fascist powers, while Britain had done nothing to help the Republicans. Worse than that, the Government had in effect tacitly supported the Fascists. Their "class prejudices were with Franco". He argued that non-intervention had actually been an act of discrimination against the Spanish people's government. If Spain had been ruled by a right-wing government, it would have been accorded all the rights normally accorded to foreign powers. As a pacifist Maxton opposed re-armament in the 1930s and supported the appeasement policies of Neville Chamberlain. After the outbreak of the Second World War Maxton continued to advocate pacifism.

 Maxton said in accepting the ILP leadership: "It is the place of the ILP to lay stress on the mind and will of man as the determining factor in bringing about a change in social and economic affairs, and to work for and propagate socialism with speed but without catastrophe." But, of course, that "determining factor" was always subordinated to achieving a Labour majority in Parliament, as we have earlier said Maxton was willing to re-prioritise policies to satisfy his supporters prejudices.

In a debate with the SPGB, Maxton stated he "entirely agreed with the case put forward by his opponent. This statement of Socialist first principles was unassailable. The definitions were clear and correct. He accepted absolutely the diagnosis given. The workers accept capitalism and believe that the capitalists are a superior and necessary class. The only remedy is for the workers to awaken to the loss they suffer in being deprived of the necessities and luxuries of life. The problem before the Socialist is to awaken the worker to his subject position in society...The first necessity of an effective working-class organisation is the possession of a clear aim and policy. He and his opponent are equally doing the necessary propaganda...Socialism is a question of human will and human organisation. Socialism can be attained by violence or by the 'inevitability of gradualness.' All depends on human will and human intelligence. It depends not on any god or other power outside ourselves...The ILP will play an important part in achieving Socialism, a work not for the. ILP or the SPGB, but for the workers of the world."

In 1924 when the first Labour government came into office, out of 193 Labour MPs 132 were members of the ILP. Twenty-six of them were in the government and six of them, including the Prime Minister MacDonald, were in the cabinet. In 1929 out of 288 Labour MPs over 200 were members of the ILP. Again it was very strongly represented in the government and cabinet including, as before, MacDonald as Prime Minister. Among the MPs was another ILP member, Clement Attlee, who was to become Labour Prime Minister in the 1945 government. The ILP could congratulate itself on building up the mass party Keir Hardie and Maxton  wanted. But what of the next stage, getting the Labour Party to accept socialism as its object? And if the ILP was to win over the the workers to socialism, who was to win over the ILP membership and its leaders to socialism as a first step? Despite the ILP publishing works by Marx and Engels, and while Maxton could declare his support for their conception of socialism, their own publications and election programmes were full of proposals for reforming capitalism. ILP members had been recruited, not on the demand for socialism, but attracted by its reforms. The ILP consistently misled the workers with its description of nationalisation as socialism and Maxton especially welcomed the nationalisation of the Bank of England.

Maxton died on 23 July 1946, still a sitting MP for Bridgeton. When Maxton first won the seat in 1929 he got over 21,000 votes. When the ILP put up a candidate there at the 1955 election his vote was 2619 and he lost his deposit. The ILP has vanished and Maxton has become almost forgotten. Having devoted all his political life in the service of the ILP James Maxton's efforts achieved nothing for socialism.

What's in store

Scotland's struggling shops have been dealt a fresh blow today as figures reveal that the numbers of shoppers plunged in the run-up to Easter. Retailers reported a 12.6 per cent drop in footfall in the three months to the end of April, outstripping the 2 per cent fall posted for the UK as a whole.

Ian Shearer, director of the Scottish Retail Consortium said "...the essential picture remains of consumers lacking confidence, disposable incomes still being squeezed and fewer people shopping for anything that isn’t an immediate need."

Richard Dodd, a spokesman for the SRC, explained: "Scotland’s shops have been trailing behind the rest of the UK for quite some time now, about a year. Fundamentally, that’s because a bigger proportion of Scotland’s economy is dependant on the public sector. So public sector cuts – either real cuts or just the fear of them – have a much greater impact in Scotland.”

Property experts warned that the rapid growth in online shopping meant the days of big retail developments are over and fewer shopping centres will now be built.

Mark Robertson, a partner at property agency Ryden added this could also trigger a second crash for housebuilders, which are often reliant on shopping centres or retail parks for the building of infrastructure, such as roads, roundabouts, street lighting and sewage.

YOUNG AND SKINT, OLD AND SKINT

It should come as no shock for many workers to learn of the following. "Millions of older workers face ­poverty in retirement as they look set to have less than the minimum wage as their pension. More than a quarter of over-50s have no ­retirement savings. And those who are putting money aside cut back by more than ­£8billion last year on the amount they are saving. With no financial cushion they will be forced to rely on the basic state pension which offers just £5,587 a year – 51 per cent lower than the £11,477 a full-time worker on the minimum wage earns." (Daily Express, 16 May) The only thing that will seem strange is that the writer seems to think that retired workers will "face poverty" as if this was a new experience for those who have lived in poverty throughout their working life. ANOTHER SUPER WHEEZE

The present government is continually trying to cut its overhead costs, so it has come up with a new one. "Government plans which could reduce state benefits paid to thousands of blind people have sparked a revolt by Liberal Democrat MPs in the latest sign of tension inside the Coalition over cuts. The Liberal Democrat rebels are demanding a U-turn after it emerged that many blind or partially-sighted people who currently receive disability living allowance (DLA) of up to £120 a week could lose out when it is replaced by a new personal independence payment (PIP) from next April." (Independent, 16 May) Cut state benefits to the blind? What a super notion! RD

Roma discrimination

A report, commissioned by Oxfam, says members of the large Roma community in Glasgow have been systematically threatened and lied to by government employees while long delays in payments of legitimate benefits have led to high levels of child poverty.

 Evidence of discrimination and prejudice against the most marginalised ethnic group in Europe is contained in the report written by the Govanhill Law Centre (GLC), which investigated how more than 60 Roma families living in the city were dealt with by the DWP and Her Majesty’s Revenue and Customs (HMRC). The lawyers who carried out the investigation said the way many Roma were treated was contrary to the UK government’s legal obligations and amounted to unlawful and unequal treatment.

 As a result of delays in payments – up to three years in some cases – 36 per cent of low-paid Roma claimants faced destitution. These included one woman with three children and a baby less than one year old who was unlawfully evicted from her home because her housing benefit had been wrongly assessed. Another woman with seven children was also evicted and had to sleep on a family member’s floor.

 Among the report’s findings are that:
Public employees made unwarranted threats to return claimants back to their home countries and wrongly stated the law; there was an unreasonable delay with decisions on benefits in 56 per cent of cases; nearly half of all Roma claims - 47 per cent - were automatically dealt with as fraudulent by the HMRC; as a result of delays in payments, one in five Roma claimants faced homelessness;70 per cent of Roma interviewees said they felt discriminated against by public officials.

 Judith Robertson, the head of Oxfam Scotland, said: “We are extremely concerned by evidence that Roma people are being treated differently from other EU citizens. Evidence of discrimination within the DWP or HMRC against any particular group should be properly investigated and acted on. We need to make sure that our benefits system treats people equally.”

 Hanzala Malik, a Labour MSP in Glasgow, called for an inquiry. He said: “I am gravely concerned if people are being pushed into destitution by the very systems meant to protect them. Many Roma people across Europe have endured a great deal of hardship in their home country, only to be met with suspicion and discrimination here in Scotland. The allegations of public authority staff wrongly stating the law and making unwarranted threats to people who do not know ‘the system’ are very serious and if proven would be totally unacceptable.The resources to support and advocate for ethnic minorities or pursue claims of racism or discrimination have diminished to practically nothing. This leaves groups such as the Roma communities even more vulnerable and people or institutions acting in a racist manner feel they will not be investigated. I fully support and call for a full inquiry as such attitudes need to be challenged.”

Who owns the North Pole - part 48

An interesting article on the strategic importance of the Actic.

Except for the crash of a Norwegian military transport plane in Sweden during its course many people  would have been unaware of the largest military exercis  inside and immediately outside the Arctic Circle, since the end of the Cold War. Information on the exercise was scarce before, during and after the event; even the full roster of participating nations was not disclosed by the Norwegian military. Britain deployed HMS Illustrious, its last-remaining aircraft carrier, which had to return home early for repairs after being rammed by a tug-boat, thereby eliciting a few paragraphs in the Daily Mail. Cold Response 2012 was conducted from March 12-21 primarily in Norway but also in Sweden with the participation of 16,300 troops from fifteen nations as part of full spectrum – air, sea, infantry and special forces – maneuvers against the backdrop of the past three years’ new scramble for the Arctic. It was the largest of five such exercises held since 2006. The first was the largest military exercise ever conducted in Norway, with 10,000 troops from eleven nations. All NATO member states, at the time 26, were invited to participate. The next, in 2007, included 8,500 military personnel. The third, in 2009, consisted of 7,000 troops from eleven nations and the fourth, in 2010, included 8,500 soldiers from fourteen nations.


According to the Marine Corps Times, “After years of fighting in a desert environment, most Marines may not think of the North Pole often, but the area abounds with oil, gas and other minerals, making it one of the most contentious regions of the world.”  The same source quoted a national security and Arctic expert at the Washington, D.C.-based Center for a New American Security : “The importance of why we need forces capable of operating in the Arctic is very basic power projection — to make a show to other players in the international community that we are an Arctic nation, and we are going to protect our interests in the Arctic Circle.”

Igor Korotchenko of Russia’s National Security Journal put the event in geopolitical perspective:
“The current military drill takes place amid NATO’s increased activities in the Arctic. Apparently, NATO is set on obtaining a share of Arctic resources and is carrying out the naval exercises to demonstrate that its geopolitical and diplomatic efforts lean on military might.”

TARGETING THE VULNERABLE

Times are tough and we all have to make sacrifices. This does not include royalty, comic book collectors or millionaires buying a nice little pad in London of course. "Cuts to social care budgets have been blamed for an 11 per cent fall in the number of vulnerable people who have their care services paid for by their local authority, it was reported. .... Richard Humphries, a senior fellow at health and social care charity, The King's Fund, told BBC Radio 4's Today programme the fall in people receiving free home care was a result of public spending cuts. "The result is that councils are responding to that cut, some by putting up charges, most by rationing care much more tightly and the net result is overall, that fewer people are actually getting the care that they need," he said. The Alzheimer's Society said the findings were "disgraceful"." (Daily Telegraph, 16 May) The disabled, the elderly and the poor are the first to feel the pinch. That is how capitalism operates. RD

A MAD, MAD WORLD

Socialists are always decrying the so-called values of capitalism. Here is another example of the madness of the profit motive society. "A 70-year-old Batman comic that originally cost 10 cents has been sold in Dallas for $850,000. The near-mint condition comic - from the first edition of the Batman series was published in 1940. Ed Jaster, vice-president of Heritage Auctions, said the seller had paid $315,000 for the comic about two years ago." (Independent, 12 May) A comic book collector nets $535,000 over a two year period while millions try to survive on less than $2 a day. Madness! RD

Hardie? Another Scottish Hero?

Hardie was born in Lanarkshire in 1856, Scotland, the son of a ship’s carpenter and a domestic servant. Hardie's first job came at the early age of 7, when he was put to work as a message boy for the Anchor Line Steamship Company. Formal schooling henceforth became impossible, but his parents spent evenings teaching him to read and write, skills which proved essential for future in his self-education. Hardie worked in the pits from the age of 10 and became a miners’ leader before he was 20. He was the founding Chairman of the Scottish Labour Party in 1888 and was then elected as an Independent Labour MP for West Ham in 1892. Hardie formed the Independent Labour Party (independent, that is, from the Liberal Party and the ‘Lib-Lab’ MPs) in 1893, and long time editor of The Labour Leader. Hardie had launched his paper (it remained his personal property until 1904 when it was taken over directly by the party). He played a leading part in the creation of the Labour Representation Committee in 1900, which became the Labour Party in 1906. He lost his seat at West Ham in 1895 but became an MP for Merthyr Tydfil from 1900 until his death in 1915. Hardie became the first Chairman and Leader of the Parliamentary Labour Party in 1906. The early strongholds of the ILP were as one might expect in the old industrial regions of West Yorkshire and South Lancashire with considerable support in Leicester, Norwich and Merthyr Tydfil. Scotland, later known as the heartland of the ILP, was to develop later during and after the First World War.

The early ILP’s conception of socialism was a bit of a joke. In 1896 Hardie defined it as “…brotherhood, fraternity, love thy neighbour as thyself, peace on earth, goodwill towards men, and glory to God in the highest” (Justice, 6 June 1896).

The SDF, which was an organisation which sought to model itself on the continental Social Democratic parties which were committed to the class struggle, socialism and Marxism (and of which most Socialists in Britain were then still members), tried to commit the LRC to socialism and the class struggle, but not even Keir Hardie's ILP supported them. Hardie, in fact, always explicitly repudiated the class struggle. Hardie, who derived his “economics” from Jesus Christ, says in his My Confession of Faith in the Labour Alliance: “The Labour Party practices the Marxian policy of the Class Struggle”. Such a statement, of course, is utterly false. the alliance with the most bitter enemies of the working class such as the Liberal manufacturers, for the purpose of “getting in”, is certainly part of the class struggle, but the Labour Party take sides in that struggle with the masters.

Hardie mouthed socialist phrases but in practice pursued the interests of capital, and this included support for capitalism’s wars. Despite this wobbling the ILP should be acknowledged as the largest organisation in Britain in opposition to the war and both Hardie and MacDonald came out against the war. However its policy originated in a faulty concept of what the war was all about. After initially opposing the Great War of 1914-1918 he changed his mind:

"A nation at war must be united especially when its existence is at stake. In such filibustering expeditions as our own Boer War or the recent Italian war over Tripoli, where no national danger of any kind was involved there were many occasions for diversity of opinion and this was given voice to by the Socialist Party of Italy and the Stop the War Party in this country. Now the situation is different. With the boom of the enemy's guns within earshot, the lads who have gone forth by sea and land to fight their country's battles must not be disheartened by any discordant note at home."
(Pioneer, Merthyr 15th Aug., 1914).

And again he writes

"We must see the war through, but we must also make ourselves so familiar with the facts as to be able to intervene at the earliest possible moment in the interests of peace"
(Pioneer 15th Aug., 1914).

 Let no one be deceived by the mention of the "earliest possible moment" because for Hardie this was a very long way off and he was in fact prepared to support a long, drawn-out conflict in Europe. Hardie told his electorate in Merthyr:

"May I once again revert for the moment to the ILP pamphlets? None of them clamour for immediately stopping the war. That would be foolish in the extreme, until at least the Germans have been driven back across their own frontier, a consummation which, I fear, carries us forward through a long and dismal vista…I have never said or written anything to dissuade our young men from enlisting; I know too well all there is at stake. But, frankly, were I once more young and anxious to enlist, I would resent more than anything the spectacle of young, strong, flippant upstarts, whether MPs or candidates, who had the audacity to ask me to do for my country what they had not the heart to do themselves. Of all causes, this surely is the one in which actions speak louder than words. If I can get the recruiting figures for Merthyr week by week, which I find a very difficult job, I hope by another week to be able to PROVE that whereas our Rink Meeting gave a stimulus to recruiting, those meetings at the Drill Hall at which the Liberal member or the Liberal candidate spoke, had the exactly opposite effect."

Two weeks later Hardie was able to proclaim that he had obtained the recruiting figures for his constituency and was able to make good his boast. He set out his claim in this manner:

"(1) That for the five weeks before the Rink Meeting. recruiting had been steadily going down week by week; (2) that our I.L.P. meeting was held on Sunday, October 25th, and that for the next three weeks the number of recruits secured in Merthyr kept steadily rising. . . If Mr. Jones challenges this statement I shall produce the figures, though not inclined to do so for very obvious patriotic reasons. Unlike my colleague I am more concerned with aiding the army than with trying to take a mean advantage of a political opponent"

The myth about Keir Hardie's anti-war attitude is very persistent.

The war also saw the death of Hardie in late 1915 and the rise of a new Labour hero, James Maxton.

All an act

If you can pretend and play one part, why not others?

Ex-Scottish Socialist Party, now Solidarity [with] Tommy Sheridan was jailed for making up stories in court and Rab C Nesbitt creator Ian Pattison chose to write a play about the life of  Sheridan with Des McLean in the lead role. Previously in 2007, not one for modesty, Sheridan appeared on the Edinburgh Fringe, hosting a chat-show.

But now not to be out-shone, his ex-SSP comrade, Rosie Kane, who gave evidence against her one-time party leader at his perjury trial, will be taking to the stage in a show about her life.

Asked about the show, Ms Kane said:"I'm enjoying the opportunity because I'm not shy. If you stand up at parliament and you stand up at protests, then this is just another one of those things."




Both are stand-up comedians! Both led the workers a right song and dance.

And again it, fooling the public once more with fanciful made-up tales. It is what Trotskyists do. But now it is political theatre, instead of electioneering deceit.

Food for thought

A recent Toronto Star article divulged some interesting facts about the rise and fall of the 'Celtic Tiger', commonly known as Ireland, that spent the 1990s enjoying unprecedented economic growth. Housing prices quadrupled and unemployment fell from 17% to 4% and plasterers were making 2 000 Euros ($2 666 Canadian) a week and spending 200 Euros on a pair of pants'. In 2007, the housing bubble burst and the Bank of Ireland's stock plunged 75% in one year. Now Ireland has an official unemployment of 14%. No matter how well things go in the boom, the bust will follow and the bubble will burst. There is no security for the worker in capitalism.

Roper, North Carolina has a population of 617, so there are few officials -- just four, in fact, including a mayor who works for free, and its annual budget is $360 311. Roper's average annual family income is $20 600 or $2 000 below the poverty level for a family of four. When they can't pay their water bills, neighbour Dorenda Gatling turns it off. Some haul buckets from their neighbour's house but to prevent that, homes are sealed with yellow police tape to prevent entry. So the homeowners are waterless and homeless. In capitalism it's 'can't pay, can't have' no matter what the consequences are.

An article in The Toronto Star, March 4, called attention to the plight of non-unionized workers. A hotel worker had her part-time hours cut back to nothing for ten months in 2009 after she spoke at a rally in support of forming a union at her workplace, Novotel, in Mississauga. About a dozen other Novotel workers have been fired, disciplined, or had their working hours cut since 2008 when they began union organization. The fact that, legally, they had a right to unionize meant nothing to the management. It's like it was two hundred years ago when unionization began. This shows that nothing has changed in capitalism, which is an excellent reason to abolish it. John Ayers

Scottish? English? Who cared? Only family mattered

"Reive" is an early English word for "to rob", from the Northumbrian and Scots verb reifen from the Old English rēafian, and thus related to the archaic Standard English verb reave ("to plunder", "to rob"), and to the modern English word "ruffian" The reivers gave the words "blackmail" and "bereaved" to the English language. The idea of the Border Reiver has been romanticised over time making it sound like most people were involved in swashbuckling activities but it was bloody and it was frequently barbaric.


The Border Reivers

John Leslie, the Bishop of Ross, wrote of the Border Reivers:
"In time of war they were readily reduced to extreme poverty by the almost daily inroads of the enemy, so, on the restoration of peace, they entirely neglect to cultivate their lands, though fertile, from the fear of the fruits of their labour being immediately destroyed by a new war.whence it happens they seek their substances by robberies or plunder and rapine (for they are particularly averse to the shedding of blood) nor do they much concern themselves whether it be from Scots or English that they rob...They have a persuasion that all property is common by law of nature and is therefore liable to be appropriated by them in their necessity."

The Border reivers were raiders along the border from the late 13th century to the beginning of the 17th century. Their ranks consisted of both Scottish and English families, and they raided the entire border country without regard to nationality. There are 77 predominant family surnames who can claim to have been Reivers. Their heyday was perhaps in the last hundred years of their existence, during the time of the Stuart Kings in Scotland and the Tudor Dynasty in England. The border families can be referred to as clans, as the Scots themselves appear to have used both terms interchangeably using the word clan and chief to describe both Highland and Lowland families until the 19th century. The idea that Highlanders should be listed as clans while the Lowlanders are listed as families originated as a 19th century convention. Border families  practiced customs similar to those of the Gaels and although feudalism existed, loyalty to kin was much more important and this is what distinguished the Borderers from other Lowland Scots. Relationships between the Border clans varied from uneasy alliance to open deadly feud. There has been much cross-border migration families that were once Scots now identify themselves as English and vice versa.

During the wars between Scotland and England, the lives and  livelihood of the people on the borders would be devastated by the contending armies. Crops were destroyed, homesteads burnt and the people murdered or dispersed. Those living in places known as Liddesdale, Redesdale and Tynedale were the most affected as, for reasons of geography, the invaders regularly used these routes. Families on either side of the Border had a lot in common regardless of whether they were Scots or English. They both had to survive in this hostile environment. It is no coincidence that these people, having their crops regularly destroyed and their livestock stolen, looked for other means of sustaining themselves and their families. They took to reiving.

"The freebooter ventures both life and limb
Good wife, and bairn, and every other thing;
He must do so, or else must starve and die,
For all his livelihood comes of the enemie"


Even when the countries were not at war, tension remained high. Royal authority in either kingdom was often weak and there was little loyalty to a feeble or distant monarch. The uncertainty of existence meant that communities or people kindred to each other would seek security through their own strength and  and improve their existence  at the expense of their rivals. The  English and Scottish governments tolerated  or even indulged these fierce families as they served  the first line of defence against invasion from the other side of the border so the two nations found it expedient to have a standing army of Borderers and they were encouraged to suitably arm themselves and, in return, they received free land or land at a very low rental. But there was also often draconian and indiscriminate punishment when their lawlessness challenged the authorities.
A special body of customary law, known as Border Law, grew up. Under Border Law, a person who had been raided had the right to mount a counter-raid within six days, even across the border, to recover his goods. This Hot Trod had to proceed with "hound and horne, hew and cry",making a racket and carrying a piece of burning turf on a spear point to openly announce their purpose, to distinguish themselves from unlawful raiders proceeding covertly. Any person meeting this counter-raid was required to ride along and offer such help as he could, on pain of being considered complicit with the raiders. The Hot Trod puts one in mind of the posses of the old American west. The Cold Trod mounted after six days required official sanction.

The reivers, nick-named the "steel bonnets", were both English and Scottish and raided both sides of the border impartially, so long as the people they raided had no powerful protectors and no connection to their own kin. When fighting as part of larger English or Scottish armies, Borderers were difficult to control as many had relatives on both sides of the border, despite laws forbidding international marriage by punishment of death. They could claim to be of either nationality, describing themselves as Scottish if forced, English at will and a Reiver by grace of blood. They were badly-behaved in camp, frequently plundered for their own benefit instead of obeying orders, and there were always questions about how loyal they were. At battles such as Ancrum Moor in Scotland in 1545, borderers changed sides in mid-battle, to curry favour with the likely victors, and at the Battle of Pinkie Cleugh in 1547, an observer (William Patten) noticed that the Scottish and English borderers were talking to each other in the midst of battle, and on being spotted put on a show of fighting. Indeed the Borderers had a much closer allegiance to their family than to their country. Raids were made, not in the name of Scotland or England, but in the name of their family or clan. A Border official, Thomas Musgrave said, "They are people that will be Scottishe when they will and English at their pleasure."

Their activities, although usually within a day's ride of the Border, extended both north and south of their main haunts. English raiders were reported to have hit the outskirts of Edinburgh, and Scottish raids were known as far south as Yorkshire. The main raiding season ran through the early winter months, Lammas  to Candlemas . The harvest had been gathered and and the cattle and horses fat from having spent the summer grazing and in their prime. Long hours of darkness provided ample cover, and at this time the courts were in recess giving the raiders a good chance of escaping detection and retribution until the courts reconvened three months later. The numbers involved in a raid might range from a few dozen, to organised campaigns involving up to three thousand riders

The End
By the death of Elizabeth I of England, things had come to such a pitch along the Border that the English government considered re-fortifying and rebuilding Hadrian's Wall. Upon his accession to the English throne, James VI of Scotland (who became James I of England) moved hard against the reivers, abolishing Border Law and the very term "Borders" in favour of "Middle Shires," and dealing out stern justice to reivers. He embarked on the so-called "Pacification of the Borders", purging the Border reivers. James  was determined to have a United Kingdom. He proclaimed that "if any Englishman steal in Scotland or any Scotsman steal in England any goods or cattle which amount to 12 pence, he shall be punished by death." The most blatant offenders were rounded up and served with what was known as "Jeddert Justice" - which was immediate execution without trial. Wanted men were hunted down and executed. All Borderers were forbidden to carry weapons and they could only own horses of a value up to 50 schillings, fortified tower houses destroyed. Reiving families were dispossessed of their lands the people scattered or deported many families rounded up and banished to Ireland where they partly made up those who became known as the Ulster-Scots.

Some clans who had been active reivers hastily abandoned their reiver connections and sought and found favour with the king and joined in the subjugation of the old reiving families, often with great enthusiasm. Many were rewarded with gifts of land, and they prospered, acquiring the lands of their former friends and allies. Their descendants are now securely entrenched with their titles and vast holdings.

 Feuds
When a visitor to Liddesdale found no churches, asked "Are there no Christians here?", he received the reply, "Naw, we's a' Elliots and Armstrangs."

When a man was killed his whole family became involved in a feud with the family who had done the killing. Reprisals were not just against the killer's immediate family but against anyone with the same surname. These feuds could last for generations. The Herons and the Kerrs were still at feud 60 years after the murder of Kerr at a truce day. The Maxwells and Irvines carried on a feud for 30 years. The principals in the feud had been long dead but the families continued their animosity. Some of the feuds could amount to pitched battles while others were settled in single combat. Families could be engaged in several feuds with several other families. The authorities were reluctant to get involved in feuds because it was their thinking that they could stand back and watch troublesome families kill each other and rid the authorities of problems with these families. One of the reasons the Borders was in such chaos was that many were afraid to kill raiders and invoke a vendetta. Their thinking was that it was better to lose a few cattle than to incur the wrath of a powerful reiving family and be involved in a feud. Mostly feuds were English against English and Scot against Scot. Some feuds did cross the border but it was feared that any such might lead to a full scale war between the two countries.

 The feud between the Maxwells and Johnstones was one of the bitterest feuds, with both families vying for dominance in the Scottish western border. During a battle called Dryfe Sands near Lockerbie the Maxwells and Johnstones clashed. It seemed an unfair battle because Maxwell had 2000 men and Johnstone only 400. However, the Johnstones knew they were fighting for their existence and cut the disordered Maxwell forces to pieces

The magnitude of feuding and the complicated way the feuding was interwoven among border families can be shown by this small list. The Bells, Carlislies and Irvines were on one side and the Grahams on the other; a year later the Bell-Graham feud was still going on, the Grahams were also feuding with the Maxwells and had joined the Irvines to fight the Musgraves; the Armstrongs joined in against the Musgraves and at the same time were feuding against the Robsons and Taylors; the Elliots were at feud with the Fenwicks and the Forsters with Jedforest; the Turbulls were at feud with the Debatable Land Armstrongs but not the Armstrongs of Liddesdale. They in turn were at feud with the Elliots of Ewesdale but not with the Liddesdale Elliots. The Scott family had feuds among the branches of the same family.

The Debatable Land
The Debatable Lands lay between Scotland and England, extending from the Solway Firth near Carlisle to Langholm in Dumfries and Galloway, the largest population centre being Canonbie, under which country's sovereignty it was disputed. Some twelve miles long and three to four miles wide,the boundaries were marked by the rivers Liddel and Esk in the east and the River Sark in the west. For over three hundred years they were effectively controlled by local clans, such as the Armstrongs, who successfully resisted any attempt by the Scottish or English governments to impose their authority and who could alone put 3,000 men in the field. They launched frequent raids on farms and settlements outside the Debatable Lands and the profits enabling them to become major landowners. In 1530, King James V broke the strength of the Armstrongs by hanging Johnnie Armstrong of Gilnockie and thirty-one others. In 1551 the Crown officers of England and Wales, in an attempt to clear out the trouble makers, declared that "All Englishmen and Scottishmen, after this proclamation made, are and shall be free to rob, burn, spoil, slay, murder and destroy all and every such persons, their bodies, buildings, goods and cattle as do remain or shall inhabit upon any part of the said Debatable Land without any redress to be made for the same."

Common Riding

Common Ridings are annual events celebrated in Scottish Border towns. There about a dozen border towns who share the tradition. They can be traced back to the 13th and 14th centuries when the border lands were in constant upheaval during the long wars with England and because of the tribal custom of reiving and cattle thieving,  that was commonplace amongst the major Borders families. In such lawless times, townspeople would ride their boundaries, or 'marches', to protect their common lands and prevent encroachment by neighbouring landlords. This land was not enclosed, the boundary being marked by a number of cairns. The annual Riding of the Marches has continued to this day and continues the tradition of those who rode around their town’s boundaries throughout the centuries checking for encroachments by neighbouring landowners. The Selkirk Common Riding is the largest mounted cavalcade in Europe with between 400 and 600 riders taking part in the Riding of the Marches and Selkirk is unique in that it still owns its own land and has no need to ask permisssion to hold the annual ride. Langholm's Great Day comes from the settlement of a legal dispute in the 18th century, which ensured Langholm people certain common rights (e.g. the digging of peat) within set boundaries. Every year, those boundaries must be re-marked to maintain the rights.

Major trauma, the commonest killer of children and adults under 45, accounts for 1,300 deaths every year in Scotland. Major trauma often involves patients arriving at hospital with multiple, complex injuries which could result in death or permanent disability, usually sustained in an accident such as a car crash or gas explosion, or from a violent situation such as a shooting or stabbing. More than half of all trauma patients have major head injuries.

Scotland is lagging behind other developed countries in its provision of care for victims of major trauma and needs to radically overhaul its approach. A report by the Royal College of Surgeons of Edinburgh said death rates for severely injured patients who are alive when reaching hospital is 40 per cent higher in the UK than in North America. But while England has reformed its healthcare policy to improve survival rates, the situation in Scotland has not yet been addressed.


Margaret Watt, chair of the Scotland Patients’ Association, said: “This is nothing short of scandalous. We have known for some time the health service in Scotland is lacking in specialist care. Trauma patients should have access to the best qualified, best doctors for the job. The report comes from specialists who work in the frontline and know what they are talking about. They can not be ignored. It will be no good politicians coming back and saying they will look into it. These recommendations are already long overdue. They should already be in place. They need to act now to ensure Scotland’s patients get the life-saving care they expect and deserve. Scotland used to be the world leader in health care – to lag behind the rest of the world is just not an option.”

Food for thought

The announcement in February that Target, the second largest US discount department store retailer, will be opening one hundred and thirty-five stores in Canada, starting in March 2013 brought a swift retort from the head of Wal-mart, Canada, Shelley Broader
She said, "When people ask me what our Target strategy is, I say we have a Wal-Mart strategy. That's about helping people save money so they can live better." 
That sounds a little strange from a company that pay their employees little enough to live on, let alone save. Even stranger considering how Wal-Mart force their suppliers to fire union employees lowering their standard of living; strange, too, considering the companies they have ruined in competition, hence more grief and unemployment. Socialists do not take sides in competitions between capitalists as they are all at the same game -- lowering labour costs for more profits -- and the only way to end this race to the bottom is to get rid of the profit system. 

A recent study suggests retailers can increase yearly takings by almost $100 000 by employing people whose ethnicity reflects the local community. The study by Temple University, Rutgers, and Davidson College studied the theory at over seven hundred JC Penny stores. The extra take averages out to $630 per employee (wonder if they received any of it) and brought the company $69 million a year. Altruism is a wonderful thing, especially when it brings in millions.

Celtic Communism, the Gaelic Commonwealth

 St Kilda

The remotest inhabited place in the British Isles lies some 110 miles west of the Scottish mainland, "on the edge of the world", a small cluster of islands known as St Kilda. St Kilda may have been permanently inhabited for at least two millennia and the population probably never exceeding 180.

In theory St Kilda was part of Scotland but it was effectively overlooked. The Inland Revenue never attempted to impose taxation, and the inhabitants of St Kilda were never invited to register on an electoral roll. No crime was ever officially recorded. No one from St Kilda was called up into the armed forces. Until the nineteenth century money was not used on St Kilda.

On the islands, consisting of 1575 acres of Hirta,  244 acres on Soay and  79 acres on Dun, the islanders had developed a self-sufficient communal economy based on seabirds (meat, oil & eggs), Soay sheep, fishing, and some small scale crofting. A form of primitive socialism prevailed on the island.

In 1838 Lachlan MacLean wrote "If St Kilda is not the Eutopia so long sought, where will it be found? Where is the land which has neither arms, money, care, physic, politics, nor taxes? That land is St Kilda. No taxgatherer's bill threatens on a church door-the game-laws reach not the gannets. Safe in its own whirlwinds, and cradled in its own tempests, it heeds not the storms which shake the foundations of Europe - and acknowledging the dominion of M'Leod, cares not who sways the British sceptre. Well may the pampered native of happy Hirt refuse to change his situation - his slumbers are late - his labours are light - his occupation his amusement. Government he has not - law he feels not - physic he wants not - politics he heeds not - money he sees not - of war he hears not. His state is his city, his city is his social circle-he has the liberty of his thoughts, his actions, and his kingdom and all the world are his equals. His climate is mild, and his island green, and the stranger who might corrupt him shuns its shores. If happiness is not a dweller in St Kilda, where shall it be sought?"

On the whole the people were left free to develop their own type of society. The outcome was a form of communism in which decisions affecting the whole community were taken in a collective manner (though only by the men), work was assigned on the basis of individual skills, and there was no private property apart from accommodation, furniture, and other personal items. The community made sure that those who were sick, disabled, or elderly could live at the same standard as anyone else.

A very large proportion of the communal work involved the catching of sea birds and the gathering of eggs. After a day capturing fulmars, for example, all the dead birds would be placed on a large pile, and then distributed to each family according to the size of the family. Men who returned with especially large quantities of fulmars would receive the same share as any other.

"To discover the socialistic principle you have only to toss a roll of tobacco—an ounce will serve the purpose as well—to the first man that accosts you. True to the apostolic theory of “all things common” this latter-day Ananias will share his spoil, to the last leaf, with every smoker on the island."


The men of Hirte (the only inhabitable island) would meet every morning in what was the daily "Parliament". It had no rules, no chairman and participants arrived in there own time.This was a meeting to share information, discuss current issues, resolve disputes, and make decisions, in particular in relation to work that needed to be done. Decisions were reached by consensus. "Often the proceedings are anything but harmonious, and the loud talking of the men at one and the same moment is suggestive of anything but a peaceful solution. However, when a decision is arrived at the malcontents readily give way, and co-operate cordially with the majority." Never in recorded history were feuds bitter enough as to bring about a permanent division in the community.

The social organisation of the people of St Kilda can be summed up as a form of feudal communism. It was  feudal  in the sense that the islands were the property of a wealthy laird. At the time of the evacuation the owner was Reginald MacLeod, at Dunvegan on the Isle of Skye who unverifiably claimed that the population of St Kilda had been "tenants of my family for a thousand years". He received his rent in kind and not in cash. The factor for St. Kilda took over 1,080 fish from its tenants in 1875. (Also in 1875 St. Kilda residents exported over 500 gallons of oil from seabirds, for use as medication).

Like the free workers of Jamaica that Marx describes in Grundrisse who, being "content to produce what was strictly necessary for their own consumption", and how they were portrayed by the plantation owners as idle and indulgent, so the St Kildans were similarly held in contempt by visitors and church-men for their production of use-value and their adherence to their home-grown version of socialism of simply satisfying needs.

The entire population was evacuated in 1930. Despite their reservations every member of the community came to the conclusion it would be right to leave. So ended perhaps the longest surviving "Communal Democracy" on British soil.

 On the mainland, several of them were particularly aggrieved at conditions in which they found themselves. They wrote repeated letters of complaint, a typical comment being that included in one letter from one John Gillies, saying "This home is worse than the cattle byre I had in St Kilda..."

Celtic Communism, the Gaelic Commonwealth

Marx considered certain tribal societies  "in some ways, more essentially human and liberated than a clerk in the city and in that sense closer to the man of the socialist future". The early Celt’s system of communal organisation could perhaps be cited as an example

The word "clan"derives from the Gaelic form 'Clann', meaning "children" or "stock". When a clan occupied  a territory it belonged to the clan as a community.

Engels discussed the New Lanark experiment of Robert Owen and  suggests that the success of the New Lanark experiment was in part due to the fact that the Scottish "workers' were familiar to working in communistic way as a kind of cultural or socio-economic hangover from the Scottish clan system. Which as well as operating co-operatively, as far as the labourers were concerned, the Clan leaders were more sort of paternalistic than purely exploitative. So the story goes; the Clan leaders were viewed and viewed themselves rather like a father of the clan family and likewise had a responsibility towards the rest of the clan as his "children".  The clan leader would be also like a repository of culture and knowledge etc and a matter of civic or clan pride, as far as his up keep was concerned, and an impartial administrator of the production within the community and disputes."

John Maclean's call for a communist republic of Scotland was based on the belief that traditional Scottish society was structured along the lines of "Celtic communism". He argued that "the communism of the clans must be re-established on a modern basis" and raised the slogan: "back to communism and forward to communism". He wrote in  his 1920 "All Hail the Scottish Workers Republic!" that "The communism of the clans must be re-established on a modern basis. (Bolshevism, to put it roughly, is but the modern expression of the communism of the mir.) Scotland must therefore work itself into a communism embracing the whole country as a unit. The country must have but one clan, as it were – a united people working in co-operation and co-operatively, using the wealth that is created."
He reminded the Irish in Scotland that "communism prevailed amongst the Irish clans..." so that by allying with Scottish socialist republicans they would be "carrying forward the traditions and instincts of the Celtic race".

Many have criticised James Connolly as having betrayed socialism through an infatuation with Irish nationalism. He too cites the workers' forebearers socialistic tendencies in his book "Labour in Irish History" where he refers to "The Gaelic principle of common ownership by the people of ther sources of food and maintainence".

It would indeed be wrong to follow either MacLean or Connolly and give the impression that it is by such means the workers will emancipate themselves. Engels had already pointed out that:
 "...the Celtic clans...In the course of time, under the influence of commodity production surrounding them, or arising in their own midst and gradually pervading them, and of the exchange between individual families and individual persons, they all lost more and more of their communistic character and dissolved into communities of mutually independent landowners."
The Communist Party would call MacLean supporters "claymore communists" for their nationalism and we too caution against any idea that implies socialism is possible in one country. We should not over-romanticise our history with such concepts as a brotherhood of the kilt but we can use examples and experiences from our past to demonstrate the potential for the future and that neither human nature nor national character stands in the way of achieving socialism  -  indeed, in many ways it is "back to communism and forward to communism"
